Waterlogged Area - Precautions For Soak Pit Development : Kerala

I have purchased land in Mattoor located in Kalady Town, Ernakulam District, Kerala. Total area is about 6.5 cents. There is low lying land with abundance of groundwater. A canal is present on one side  of the plot (only high area surrounding the plot). 

The water in the canal fills the trenches in my plot currently. My
concern rests with two parts:

1. Is it possible to construct and maintain a soak pit under these conditions? 

2. Are there any methods that will help me improve drainage of the plot and prevent waterlogging during monsoon.

A soak pit under such conditions is not possible. A raised latrine with a water tight septic tank should be considered. The septic tank should be emptied at frequent intervals.
 
Alternately they can go for a raised ECOSAN latrine which will involve least amount of wastewater disposal.
 
With a canal feeding into the plot! Drainage is a difficult issue. Consult a local civil engg. Some options are:

  1. Construct a bund and a gate at the canal side.
  2. Install a small pump to drain out the water regularly. 
  3. Explore a mini-windmill driven pump to save operating costs.
  4. Plant large water consuming plants.

The best thing is to construct the house on piles elevated such that the floor is 0.5 m above maximum flood level ever known and the floor itself being the capping beam of the piles. The toilet sewage is to go through a septic tank followed by upflow filter and this also resting on piles. This is also a costlier method. Otherwise, fill the building area with boulders of stone and a retaining stone wall around and build the house.
